The 2026 IATSE District 2 Convention was held in San Diego on June 26 to 28, 2026. The Animation Guild delegation proposed resolutions to be introduced and voted on by the delegates of the IATSE Locals in Arizona, California, Hawai‘i, and Nevada that make up District 2. Below are summaries of the passed resolutions proposed by TAG.
Resolution: Disability Accommodations Checkbox
In 2022, the Delegation convened at the District 2 convention unanimously passed Resolution 19 which committed to inclusivity and increasing accessibility for the current and future Deaf, Blind, Disabled, and Neurodiverse members of all the Locals with IATSE District 2, including TAG which has a diverse membership with a variety of disabilities that might require special accommodations for ease of access. Because such accommodations (including but not limited to interpreters, closed captioning, designated decompression areas, wheelchair access maps, etc.) often require advance notice and preparatory time for sourcing and booking, this resolution expands on the 2022 resolution, resolving that future Delegate Credentials include a checkbox for Delegates to indicate in advance whether they will require accommodations. It also resolved that officers of the District 2 Convention shall work with those Delegates to provide reasonable accommodation as needed.
Resolution: Federal Film and Television Production Tax Incentives
The American film and television industry—a vital economic driver and job creator—falls behind foreign countries that have escalated their tax incentive and subsidy structures to lure productions into their regions. As a result, films intended for initial release in the U.S. are increasingly being shot overseas, directly costing American jobs and resulting in IATSE members in the United States losing the equivalent of 16,000 full-time jobs year-over-year when comparing 2024 to 2022. The IATSE Federal Issue Agenda explicitly identifies the need for federal policymakers to level the playing field and make the U.S. more competitive to spur domestic production, and this resolution builds on that, resolving that District 2, if possible, dedicates resources toward advocating for a labor-based federal production tax incentive to keep film and television made in America. It was also resolved that leadership of the IATSE District 2 Locals actively build support among federal policymakers in our region for the passage of the Creative Relief and Expensing for Artistic Entertainment (CREATE) Act (H.R. 4840 / S. 2530) to extend and expand Section 181 expensing.
Resolution: Protecting the Right to Organize and Expanding Collective Bargaining
Strong collective bargaining rights are the foundation that allows union workers to secure the wages, healthcare, and retirement benefits working families rely on, and the IATSE Federal Issue Agenda highlights the importance of strengthening federal laws to protect a worker’s ability to organize a union and bargain effectively. Because finding ways to expand collective bargaining and address the impact of “right-to-work” laws is vital to ensuring the long-term growth and stability of our Locals, it was resolved that, if possible, IATSE District 2 prioritize and direct District resources toward advocating for stronger federal labor protections. It was also resolved that District 2 Local leadership actively build relationships and support among federal lawmakers across our District to help pass the Richard L. Trumka Protecting the Right to Organize (PRO) Act (H.R. 20 / S. 852) and the Faster Labor Contracts Act (H.R. 5408 / S. 844).
Resolution: Support Our POC and LGBTQIA+ Members and Communities
While IATSE has passed and adopted resolutions to promote POC and the LGBTQIA+ community, these communities have been under constant attack from the current U.S. federal administration which has attempted and continues to create laws, policies, and hostile groups to promote hatred, violence, and discrimination. Our Union stands with these members in solidarity and has provided outreach to them that supports and uplifts, and has in turn been enriched by their many contributions. In addition, IATSE uses its Political and Legislative Department, Education Department, DEI Committee, and Pride Committee to advocate for our members in order to make safer and fulfilling work environments. By committing to defend our POC and LGBTQIA+ members now and in the future as stated in the IA Equality Statement, this resolution resolves that the Locals of IATSE District 2 endeavor to review their PAC and political contributions to endeavor to support and build relationships with politicians and groups that support our entire membership including our POC and LGBTQIA+ members.
Resolution: Work-Centered Artificial Intelligence
The rapid development and deployment of artificial intelligence technologies present a serious and growing threat to work traditionally performed by skilled union members throughout the entertainment industry. Members across all crafts have built their livelihoods through training, experience, creativity, technical skill, and collective struggle, and those livelihoods must not be diminished or replaced by technologies designed to reduce labor costs at the expense of working people. Artificial intelligence has the potential to affect not only creative work, but also the technical, physical, administrative, and support work performed by members throughout motion picture, television, live entertainment, and related industries. In addition, may seek to use artificial intelligence to eliminate positions, reduce crew sizes, deskill classifications, weaken bargaining units, and shift work away from trained union members. The District Convention received two proposals regarding artificial intelligence. Because the proposal submitted by Local 80 was more comprehensive, wording from TAG’s proposal was incorporated into that. Among the resolutions is that District 2 Locals reaffirm the principle that AI shall be used as a tool to enhance member work, not as a replacement for member labor, and that any productivity gains from AI implementation shall benefit the workers whose contributions made those gains possible. The language contributed by TAG is as follows: That District 2 Local leadership actively build support among federal lawmakers across our region to pass the Copyright Labeling and Ethical AI Reporting (CLEAR) Act (S. 3813), the Transparency and Responsibility for Artificial Intelligence Networks (TRAIN) Act (H.R. 7209 / S. 2455), and the AI Labeling Act.
